Here’s an overview of our peer review input to the council’s consenting process.
Applying to Auckland Council for a resource consent When you have plans, documents and information ready, you can apply for resource consent.
How to apply
For information and application forms, visit the Auckland Council website
If needed, council will refer your application to us for peer review input as the asset owners of the water and wastewater network. We’ll confirm whether our existing network can support your development, or there needs to be an upgrade.
For complex projects, check the council website for pre-application guidance. If you require a meeting as part of the process, we can attend if needed.
Subdivisions of 10 lots or more, or any multi-storey development
For these projects, your application to council includes, but is not limited to, these documents:
- A completed Watercare water development assessment template or wastewater development assessment template
- New Zealand Fire Service fire risk classification
- Sprinkler demand calculation (if applicable)
- Peak water demand calculation
- Peak wet-weather flow calculation for wastewater, including existing flows and potential future flows from upstream of the catchment
- Hydrant flow test results and hydrant location map
- Scheme plan showing existing public road boundaries and location of proposed connections to existing public water and wastewater networks.

- Long-section engineering drawings
- Design compliance statements CS1/CS2 (see below)

Design compliance statements CS1 and CS2
All extensions or modifications to our water or wastewater network must comply with our engineering standards. Your application to council must include, but is not limited to, the following:
- CS1 Design
- CS2 Design review
Please identify any designs that do not comply with our standards. You will need to explain why they do not comply and what design solutions you propose.
We assess the designs and provide engineering input.

Approval
If your proposed network extension or modification is acceptable, we’ll send the stamped plans to Auckland Council and they will grant the final approval.
