Judges Bay wastewater repair
We're constructing a permanent solution to fix the break in the wastewater transmission sewer line
Duration
September 2024 - April 2025
Location
Judges Bay
Status
Construction
The latest
We are currently making significant progress on the construction of the pump station located opposite 13 Judges Bay Rd, as well as the satellite manhole at the intersection of Bridgewater Rd and Judges Bay Rd. As the Christmas break approaches we will reduce our presence and tidy the site while we take a short holiday.
Christmas period
21 December - 5 January
Traffic management will be simplified with the only closure being one lane by the pump station at 13 Judges Bay Road.
Project overview
The unprecedented weather events of early 2023 caused an underground collapse under the Parnell Rose Gardens which in turn broke a wastewater transmission sewer line approximately 25 metres below the ground. Since this event occurred, we have had a temporary bypass in place.
Permanent repair
As the break occurred deep underground, we are unable to replace like for like without substantial disruption to the Rose Gardens. Therefore, we are installing a permanent solution that will include:
- A small pre-packaged submersible wastewater pump station on the North-Western corner of the Judges Bay Road Intersection with Bridgewater Road
- A rising main along Judges Bay Road to be installed by Horizontal Directional Drilling
- A gravity sewer along Cleveland Road to be installed by Horizontal Directional Drilling
The works
6-21 January
Rising main – Judges Bay Road, Taurarua Terrace and Cleveland Road
- Road closures: Upper Judges Bay Road will be closed between Gladstone Road and Bridgewater Road for two weeks
- Access routes: Residents on upper Judges Bay Road will have continued access
- The entrance to the Rose Gardens’ car park will remain open
- Alternative access to Taurarua Terrace will be via Avon Street; access to Bridgewater Road and the Parnell Baths will be via St. Stephens Avenue
- Cleveland Road impact: Expect a single lane closure with one-way traffic and reduced on-street parking
21 January - 3 February
Wastewater pipeline and manhole works (manhole 4 to manhole 2)
- Traffic management: A single lane closure and reduced on-street parking on Cleveland Road, along with a one-way traffic system
- Balfour Road closure: There will be a road closure at Balfour Rd at the corner of Cleveland Road
TBA – prior to 3 February 2025
Pipe pulling: 1 specific day (TBA) during 21 January to 3 February works
- On the day of pipe pulling, in addition to the ongoing single lane closure on Cleveland Road, we will implement a temporary contra flow system on St Georges Bay Road. This brief adjustment is necessary to accommodate the pipe string and will be in effect for less than half a day. We assure you that the traffic management on St Georges Bay Road will be promptly removed once the pipe pulling operation is complete. This stage is crucial for the project's progress, and we appreciate your patience during this short-term change.
3-23 February
Wastewater pipeline and manhole works (manhole 5 to manhole 4)
- During this stage, we will continue drilling operations for the pipeline from manhole 5 to manhole 4 on Cleveland Road. To accommodate the pipe string effectively, we will need to extend the closure during this period. Ongoing manhole installations and road reinstatements will take place, with access for residents and emergency services maintained at all times.
24 February - 14 March
Wastewater pipeline (Horizontal Directional Drilling HDD and open cut)
- In this final stage, we will close the intersection of St Georges Bay Road and Cleveland Road. A contraflow traffic management system will be implemented on St Georges Bay Road while we drill from manhole two to manhole one. Once we are ready to connect to the existing manhole located in the middle of St Georges Bay Road, we will switch to stop/go traffic lights to facilitate this connection safely.
